Deus Ex means 'God out of' or 'God from'. It is usually used in terms such as Deus Ex Machina which means 'God out of the Machine' in which a plot device whereby a seemingly unsolvable problem is suddenly and abruptly solved with the contrived and unexpected intervention of some new event, character, ability, or object.
In the original Deus Ex's case it could have been talking about the original 'ending' wherein JC merges with an AI to 'save the world'. So in DXHR's case it means 'God out of the Human Revolution' or 'God out of the Hands Revolution' if you want to get really picky about it.
All in all it's a title that is meant to imply someone or something will change the world.
